Elgg 1.9 is the curently in development so you have to download installation files from github and not from elgg.org website. Go to https://github.com/Elgg/elgg and click on Download ZIP in left sidebar to download Elgg installation file. You can follow Elgg 1.8 installation tutorial to install 1.9.
